We have not found any roller skating rinks in Qatar but here are two places that reportedly been used for inline skating and rofller skating:

Al Bida Park
Park in Hoha City that was formerly known as Al Rumaila Park. The park is adjacent to the Qatar National Theater, it overlooks Doha Bay, and it overlooks the Doha Corniche. The park was closed fodr renovations in 2014 but it re-opened in February of 2018.
